I don't know what's going on with this work, and it isn't on the new Stadium construction site proper, but I'm guessing it's somehow connected. It's an existing area that until recently held a few rows of ground-level parking. That's 161st Street tunnelling under it. As you can see, I took this shot from the upper deck of the old Stadium (hence the Toronto flag). Funny story: Back in the bad old days (Yankee-wise and crime-wise), when I still owned a car, I used to park it right there on the plaza, and sit right around the spot where I took this photo from in the Tier -- so I could watch my car constantly and make sure no one was messing with it!
